OFFICIAL NOTICE OF STILLINGFLEET PARISH COUNCIL MEETING TO BE HELD AT 7.30PM IN STILLINGFLEET VILLAGE HALL ON THURSDAY 25 MAY 2017

Councillors are summoned to attend the Meeting of the Parish Council detailed above and to consider and resolve the business to be transacted on the agenda below.

Agenda

   1. Election of a Chairman

       The Parish Council will elect a Chairman of the Council for the next 12 months.

   2. Public Participation

       Any elector is entitled to attend this meeting and any concerns, questions or suggestions will be taken after the Chairman welcomes those present. The time for this will be limited to 15 minutes.

    3. Apologies

        To receive apologies for absence.

    4. Declarations of Interest

        Councillors are to make any declarations of interest on any agenda items.

    5. Election of Other Officers

       The Parish Council are to elect Councillors to:-

    6. Minutes

    To approve as a correct record the minutes of the meeting of the Council held on 6 April 2017.

    7. Matters Arising

         Weed wiping – Councillor Elmhirst to report on the progress.

         Missing posts and way markers – Councillor Lewis to report on where these are, so a decision can be made on how to proceed.

         Defibrillator – Clerk to report on the progress made in obtaining funding.

        Green/Stewart Lane Junction – Councillor Elmhirst to report on this matter.

         8. Police Matters

         Councillor Harrison to report on any police matters.

         9. Planning Matters

         To consider the formation of a planning sub-committee to deal with urgent planning applications and to provide appropriate responses.

        To receive updates on any existing planning application/information.

  • Ref: NY/2016/0251/FUL -Consultation on planning application for the purposes of the change of use of part of the former coal mine site to create a waste transfer for construction and demolition wastes, installation of a weighbridge, a skip storage area, portable amenity cabin and the provision of car parking on land at Former Stillingfleet Mine Site, Escrick Road, Stillingfleet.

    10. Play Area

         Councillor Elmhirst to provide an update from the Sub-Committee.

         To discuss the play area report produced by the Sub- Committee and circulated to all Councillors by the clerk on the 3 May 2017.

        To discuss the residents correspondences regarding the play area.

         11. Transparency Fund and Website

         Councillor Cook to report on the purchase of a computer and printer.

         Clerk to report on the updating of the website.

         To consider adding a link on the Parish website to the Community Engagement Forum website.

         12. Village Green

           Councillor Elmhirst to provide an update on the progress of obtaining a contractor for the cutting and baling of hay or disposal of bales.

           To consider the quote received for the cutting and baling of hay or disposal of bales.

          13. Financial Matters

          To approve the annual accounts for 2016/17, ready for audit.

          To approve the Annual Return for financial year 2016 – 17, Financial 1, as at 31 March 2017.

          To approve the Annual Return for financial year 2016 – 17, Financial 2, as at 31 March 2017

          To approve the payments to be made;-

          1. North Yorkshire County Council – Street Lighting Energy Costs 2016/17 £1314.95

          2. H Breheney (clerk salary Feb &Mar) £111.56

          3. HMRC £27.80 (Refund to the Clerk as had to be paid by 22 May 2017).

          Councillor Elmhirst to report on the progress of the Transfer of Entitlements.

           17. Date of Next Meeting

            To agree the date of the next meeting on Thursday 3 August 2017 at 7.30pm
